Student to Work Permit Transition Guide for Turkey

A significant portion of foreign students at Turkish universities wish to remain in Turkey and work after graduation. In Antalya, with Akdeniz University and other institutions hosting international students, many graduates face the transition from student to work permit. This guide covers how to ensure a seamless transition between permit types before and after graduation, key considerations, and common mistakes.
Limits of the Student Residence Permit
The student residence permit is granted for the purpose of studying at a Turkish higher education institution. The permit duration is generally tied to the study period. When studies end — whether through graduation or de-registration — the legal basis for the student residence permit lapses; for the graduate to remain legally in Turkey, transition to a new permit type is required. The two most common paths for graduates are:
- Apply for a work permit to be employed in Turkey,
- Apply for a short-term residence permit — for example, if real estate has been purchased or commercial connections established.
The first option has become increasingly popular in Antalya as both the tourism sector and tech-focused younger companies have opened their doors to foreign graduates.
Pre-Graduation Preparation
The most important step in transitioning to a work permit is taken before graduation. Practical recommendations:
- Complete CV and professional qualification document sworn translation and apostille/consular authentication processes ahead of time,
- Get diploma and transcript sworn-translated into Turkish as soon as issued,
- For relevant professions, begin YÖK equivalence certification processes early,
- Begin employer search before graduation — because the work permit application is filed by the employer, not the foreigner.
If these preparations aren't complete, an uncertain and risky gap may arise between expiry of the student residence permit and start of the new permit.
Filing the Work Permit Application
Foreigners in Turkey holding valid residence permits may apply for work permits directly to the Ministry of Labour and Social Security without leaving Turkey. The application is filed by the employer; the foreigner provides necessary documents to the employer.
Corporate requirements the employer must satisfy (capital, employee count, salary structure etc.) are a separate analysis matter and vary by sector. From the foreign graduate's standpoint, the main challenge is often finding a suitable employer.
Legal Status During Transition
The period between student-permit expiry and work-permit issuance is legally sensitive. Even if a work permit application has been filed, the foreigner cannot work without authorisation until the application is approved. Otherwise:
- The foreigner faces administrative fines and entry bans,
- The employer faces severe administrative fines,
- The work permit application may be denied outright.
The safest method is therefore to file the work permit application before graduation and begin actual employment only after approval.
If a Gap Arises: Bridge to Short-Term Permit
If work permit processing is delayed or no employer has yet been found post-graduation, a short-term residence permit application can serve as a bridge solution. The most common grounds chosen in Antalya:
- Owning real estate in Turkey,
- Commercial connection or business establishment,
- Attendance at Turkish-language courses,
- Scientific research activity.
This permit type does not grant the right to work; the foreigner can only legally remain in Turkey. Once employment is found, a separate work permit application is still needed.
Independent Work and Entrepreneurship Path
For foreign graduates planning to work independently — by establishing a company or as self-employed — the independent work permit is a separate route. This permit:
- Is subject to specific professional qualification conditions,
- Requires Turkish company registration or self-employment activity start,
- Demands different documents than standard work permits.

Turkish Language and Professional Qualification
In work permit applications, Ministry assessment may require Turkish proficiency for some professional categories. For health, legal, education professions, YÖK equivalence certification and professional chamber registration are mandatory. Mapping these requirements relative to the foreign graduate's degree should be done before application.
Pathway to Citizenship
For foreigners obtaining long-term residence through education followed by employment processes, the door is open to future Turkish citizenship application. In citizenship applications, careful calculation is needed of the extent to which student residence is included in the qualifying residence period; in some cases, student residence is counted only partially.
Common Mistakes
- Foreigners who don't act when their residence permit expires on graduation day — there may not be enough time for transition.
- Students unaware that residence permit auto-terminates upon de-registration from university — risk is especially high in suspension or registration cancellation.
- Trying to file a work permit application before diploma is issued — the diploma must be in hand.
