Turkish Citizenship Through Marriage: Requirements and Process

For foreigners married to Turkish citizens, when the marriage continues factually for a specified period, the path to Turkish citizenship application opens. More cost-effective than investment-based citizenship, this route offers a practical alternative for foreign spouses genuinely married to Turkish citizens. Core Requirement: Genuine Marriage Union
The fundamental requirement for marriage-based Turkish citizenship application is that the marriage be a genuine union, factually and cohabitating. Marriages contracted solely to obtain citizenship — sham or "paper" marriages — are:
- Grounds for rejection of citizenship application,
- May result in administrative fines and deportation,
- Lead to cancellation of any residence permits previously obtained through the marriage.
Key elements considered in genuine-marriage assessment:
- Whether spouses actually live together,
- Concrete indicators of marriage union — common household, joint bank account, shared bills,
- Time elapsed since the marriage,
- Existence of children,
- Spouses' knowledge of each other (tested at interview).
Duration Requirement
Under prevailing citizenship legislation, marriage-based Turkish citizenship application requires the marriage to have continued for a specified period. Applications made before this period elapses are rejected procedurally. Once the period passes, application becomes possible.
Important: The marriage date considered is the date the marriage was registered under Turkish law. Subsequent registration of marriages performed abroad can shift the start date for these durations.
Marriages Performed Abroad and Mernise Registration
For a foreigner married to a Turkish citizen abroad, the first critical step is registering the marriage in mernise (Central Civil Registration System). Registration:
- Can be done through the nearest Turkish consulate or directly in Turkey,
- Foreign marriage certificate must be apostilled and sworn-translated,
- Once registered, the marriage is valid under Turkish law.
A citizenship application based on a marriage not registered in mernise will be rejected.
Application Documents
Typical documents required:
- Passport and identity copies,
- Apostilled birth certificate,
- Turkish-citizen spouse's family registration record,
- Marriage certificate (registered in Turkey),
- Valid health insurance,
- Address declaration,
- Statement of financial means,
- Criminal records (Turkey and home country),
- Health report,
- Biometric photographs.
Practical advice: Apostille and translation processes for documents from foreign countries can take 1–3 months; planning months ahead of the application avoids time loss.
Interview Process
During citizenship application review, spouses may be called for interview together or separately. Typical questions:
- Date of marriage and where you met,
- Spouse's family (parents' names, siblings, close relatives),
- Address of joint home and its physical features,
- Details of daily life (eating habits, weekends, holidays),
- Spouse's job, employer, working hours.
Spouses are expected to give independent and consistent answers. Serious inconsistencies can lead to application rejection.
Preparation tip: Before the interview, spouses should review the file together and ensure consistency of statements; however, avoid memorising. A natural, genuine narrative is the strongest defence.
Children and Marriage Union Indicator
The existence of children together is an extremely strong indicator of marriage authenticity. However, the absence of children doesn't mean sham marriage; long-term cohabitation, joint economic life, and a shared home are also strong indicators.
Spouse's Death or Divorce During Process
During the citizenship application process:
- In case of Turkish-citizen spouse's death, the applicant may continue the process; periods elapsed up to the death are considered,
- In case of divorce, the application is rejected or suspended; however, if the divorce reason requires protecting the foreign spouse's just interests (e.g., where a protection order was issued due to violence), assessment is open.
Dual Citizenship
Acquiring Turkish citizenship generally does not affect the applicant's existing citizenship; Turkey allows dual citizenship. However, the applicant's home-country law may prohibit dual citizenship; this should be examined separately.
Rights After Citizenship
Once citizenship is acquired:
- Right to obtain a Turkish passport,
- Employment in Turkey without need for work permit,
- Triggers obligations such as state service and military service,
- Removal of restrictions on foreigners regarding property acquisition,
- Right to vote and stand in local elections.
Common Misunderstandings
- "I can become a citizen right after marriage." — No, the period prescribed in legislation must elapse.
- "There's no interview, most pass automatically." — No, almost all files undergo interview.
- "I don't need a residence permit because my spouse is Turkish." — No, you must hold family residence permit until citizenship is obtained.
- "My citizenship will be revoked if I divorce." — Citizenship acquired is not revoked by divorce; only sham marriage proven later may lead to revocation.
