Health Insurance for a Residence Permit in Turkey: Full Guide

Health insurance is a required document at every Turkish residence permit application — whether you are retiring in Antalya, joining a Turkish spouse, or extending your stay. A missing or inadequate policy is one of the most common reasons applications fail.
The Legal Basis
Turkey's Law on Foreigners and International Protection (Yabancılar ve Uluslararası Koruma Kanunu — YUKK, Law No. 6458) makes health insurance mandatory at several points. A visa cannot be issued to a foreigner without coverage valid for the full stay (m. 15). Family residence permits require the sponsor to cover all family members (m. 35). Long-term residence permits — granted after at least eight years of continuous legal stay — list valid health insurance as a statutory condition (m. 43). For short-term permits, implementing regulations and administrative practice at every Migration Management Directorate (Göç İdaresi Müdürlüğü) make a valid private policy a mandatory document even though YUKK does not spell it out in the same detail.
Which Permits Are Affected — and How
Short-term residence permits cover retirees, property owners, remote workers, and others who do not qualify for a specialised category. In practice, you need private health insurance valid for the full duration of the permit you are requesting. A one-year permit means a one-year policy — a policy that expires three months in will not be accepted on renewal.
Family residence permits carry the most explicit statutory requirement. The law requires the sponsor to obtain insurance for all family members listed in the application. A policy covering only the sponsor while leaving the children or a dependent spouse without coverage fails the legal test and leads to rejection or cancellation of the permit.
Long-term residence permits are the most stable category and require continuous legal coverage throughout the eight-year qualifying period. At the point of application, valid health insurance must be documented. Most long-term applicants are already enrolled in the state social security system (SGK) through employment or voluntary contributions, which satisfies this requirement.
What Types of Insurance Are Accepted
There are two main routes to satisfying the health insurance requirement:
Private health insurance (özel sağlık sigortası) is the default for most expats and retirees. The policy must be issued by a licensed insurer operating under Turkish law and must cover medical treatment inside Turkey. Cheap travel-accident plans — the kind sold alongside airline tickets — do not qualify. You need a comprehensive health policy that covers both inpatient and outpatient care.
SGK coverage applies if you are formally employed in Turkey and your employer registers you with the Social Security Institution (Sosyal Güvenlik Kurumu — SGK). Self-employed foreigners can also make voluntary SGK contributions to secure this route. A handful of countries hold bilateral social security agreements with Turkey that allow their citizens to rely on home-country coverage — it is worth checking whether your country is on that list before purchasing a private policy.
European Health Insurance Cards (EHIC or EHIC successor cards) are not accepted. Turkey is not part of the EU social security coordination system, and consular staff and migration offices routinely reject EHIC as a substitute.
When Insurance Lapses: Practical Consequences
Letting your policy lapse between permit periods is a common and costly mistake. Migration authorities check insurance validity at every renewal stage. A gap — even a brief one — can result in a renewal rejection, and depending on how long the gap lasted, may raise questions about whether you were residing in Turkey lawfully.
Renew your policy a few weeks before it expires — insurers send reminders in Turkish only, so set your own calendar alert. If switching insurers, make the new policy start the day the old one ends. Note that changing permit type also changes the insurance requirement: the sponsor-coverage rule for family permits is stricter than the individual rule for short-term permits, and the long-term permit has its own documentation standard.
Choosing a Policy in Antalya
Local brokers and international insurers in Antalya are experienced with Turkish migration requirements. When comparing policies, confirm that each one:
- covers both inpatient and outpatient treatment in Turkey with no territorial gaps
- does not contain age-related or pre-existing condition exclusions that could invalidate your claim
- has a policy duration that matches or exceeds the permit period you are applying for
- is issued by an insurer recognised by Turkish authorities
Multi-year policies that align with your expected permit renewal cycle are worth considering — they simplify administration and protect against the cost of annual price increases.
Frequently Asked Questions
Q: Is there an age limit above which I cannot get health insurance for a residence permit?
There is no age-based exemption from the requirement, but private insurers may impose higher premiums or exclude certain conditions for older applicants. Some international insurers offering Turkey-specific expat plans cover applicants into their seventies and beyond. Shop around and compare the exclusion clauses carefully before purchasing.
Q: My SGK registration just started — does it immediately satisfy the requirement?
SGK coverage is effective from the date of registration. If your registration is active and your employer is paying contributions, you hold valid health coverage for permit purposes. Bring your SGK registration documents to your application appointment.
Q: What if I am hospitalised and cannot renew my permit on time?
Hospitalisation is generally treated as a legitimate reason to request an extension or late renewal without standard penalties. Notify the relevant Migration Management Directorate in writing and provide medical documentation as soon as possible.
