The number of foreigners obtaining Turkish citizenship through real estate investment in major cities, particularly Antalya, has been increasing each year. This guide explains the concrete steps and critical considerations of the process.
Investment Pathways for Citizenship
Prevailing Turkish citizenship legislation gives applicants a choice of multiple investment types:
1. Real Estate Acquisition
The most preferred route. A foreigner who acquires one or more properties above the threshold set in legislation, with a commitment not to sell for three years, may apply for citizenship.
2. Fixed Capital Investment
A separate channel for foreigners making capital investment in a Turkish company.
3. Bank Deposit or Government Bond Investment
Investment in a Turkish bank deposit or government bonds with a commitment to hold for a specified period.
4. Job Creation
Foreigners investing through employment of a defined number of Turkish workers.
5. State-Guaranteed Fund Participation
Through participation in specified investment funds.
For each pathway, the specific investment thresholds and holding period requirements are set by prevailing legislation; current values must be verified before application.
Family Members' Status
In citizenship applications, alongside the investor, the following persons may also become Turkish citizens by the same decision:
- The investor's spouse,
- Children under 18,
- Under specific conditions, dependent adult children.

Application Process: Step by Step
Step 1: Making and Documenting the Investment
The investment must typically be made in the form and amount the legislation requires. For real estate investment:
- Title transfer must be completed,
- Payment must be made via bank,
- The Currency Purchase Document (DAB) must be obtained,
- A 3-year no-sale annotation must be placed on the title.
Transfers without DAB can lead to citizenship application rejection; this is one of the most common rejection reasons.
Step 2: Obtaining the Suitability Certificate
By applying to the Ministry of Environment, Urbanisation, and Climate Change, a certificate of suitability for the citizenship application is obtained. This certificate is the cornerstone of the process.
Step 3: Residence Permit Application
After obtaining the suitability certificate, the foreigner applies for a short-term residence permit based on the investment ground.
Step 4: Citizenship Application
When all preparations are complete, the citizenship application is filed at the General Directorate of Population and Citizenship Affairs. The application file contains:
- Apostilled passport and identity documents,
- Apostilled birth certificate,
- Apostilled marriage certificate (if applicable),
- Investment suitability certificate,
- DAB document,
- Criminal records,
- Health report.
Step 5: Review and Decision
The application is reviewed by relevant departments; security investigation is conducted. Ultimately, the application is finalised by presidential decree. With a positive decision published, the foreigner gains the status of Turkish citizen.
Managing the Timeline
Typical timeframes:
- Investment and suitability certificate: 1–2 months,
- Residence permit: 1–2 months,
- Citizenship application review: variable; depends largely on file completeness and security investigation speed.

- Missing DAB document — when foreign currency origin of investment cannot be evidenced.
- Falling below investment threshold — particularly when real estate sale price is underdeclared on title.

- Sham marriage suspicion — in spouse-based applications.
The Underdeclared Title Trap
The most common pitfall foreign buyers face is the seller's or estate agent's suggestion to declare a title price lower than actual sale price to reduce title fees. In this scenario:
- If the official record falls below the legislative threshold, the citizenship application is rejected,
- Tax problems arise when the property is later sold,
- Fraud risk increases.
The actual sale price must be declared on the title deed.
Post-Citizenship: Dual Nationality and Obligations
Turkey allows dual citizenship; however, the applicant's home-country law must be separately reviewed. Some countries prohibit dual citizenship; others impose additional notification requirements.
After citizenship is obtained, in Turkey:
- Income tax liability is not automatically created — only Turkey-source income is taxed (citizenship alone does not create personal tax residency),
- Military service obligation applies to males within specific age limits; however, those acquiring citizenship through investment may have exemption or paid military service options under prevailing rules.
